The mug is filled with tap water heated to a near boiling temperature. The hot water freezes into small particles as they cool from small water droplets (or hot vapor) to ice. This phenomenon is not very well understood. This was taken on a cold Wisconsin day in February, -23C (~ -10F).
The Mpemba effect explains why hot water can freeze faster than cold water, but its not clear if this explains the video entirely.

Watch as the benzene ethyl carbanion is rotated in 3-d space, showing how the carbanion is sp2-hybridized, which allows a filled p-orbital to be in conjugation with the rest of the molecule. The highest occupied molecular orbital (HOMO) indicates that the real molecule (resonance hybrid) really looks like there's a carbanion at four different locations (can you draw all resonance structures?).
