both q1 and q2 are positive u can verify it by the genral rule of cross product(q v X b).for finding the ratio use r= mv/qB..................where for q1 r=2 , m=m , v=2v , B=B and for q2 r=1 , m=m , v=v , B=B

 since r = mv/qB ,

           q = mv/rB

      Now from figure  , r and B are same while m is given to be same for both the particles.

       Therefore α v

       hence q1/q2 = v1/v2 = v/2v = 1/2  .

   Also from the rule of cross product , F = q(vxB) . Obviously q1 , q2 are positive.
