Let A and B be the 2 types of flowers.

see this case:
(B1)AAA(B2)AAA(B3)AAA

(B2)AAA(B3)AAA(B1)AAA

the 2nd case will be removed when u divide by 15 to remove the circular permutations. so when u r trying to remove the permutations of B1 , B2 and B3 , the second case will not be available. so if u try to divide, u'll get fractions because all the cases u r trying to remove will not be available.

This is the mistake made by most of u.

I have seen many questions like this .i also haD THIS CONFUSION.BUT NOW IT IS CLEARED.SEE WHEN YOU HAVE ARRANGED THE FLOWERS IN THE GARLAND ONCE IT IS NO LONGER A CIRCULAR PEWRMUTATION BUT A LINEAR ONE.SO THGE ANSWERE GIVEN IS RIGHT.
