(x+3)(x2-9x+9)=0
x=-3 or x=9sqrt(45)/2
 
(c/a)2=126-18*sqrt(45)/36
(b/a)2=126+18*sqrt(45)/36
 
(c/a)2+(b/a)2=7
(c/a)2*(b/a)2=418.5
 
therefore eqn is x2-7x+418.5=0

By completing the square method, you get the condition, k<16
I think answer may be 4...
