The collision in which the kinetic energy of the two colliding bodies remain conserved is known as an elastic collision.
For an elastic collision the coefficient of restitution=1

In an elastic collision the two bodies do not stick to each other but remain only in contact for a short period of time. As a result, the velocities of the two colliding bodies is always different before and after collision.

in a rolling body,the normal reaction and the displacement may or my not be perpendicular to each other...............
and the kinetic conservation u wer talking about...its not "just before the collision"...its "just before and just after the collision......consider this:
a disc rests on a rough horizontal surface.a particle comes(moving on the surface) and strikes it at its lowestmost point...KE is conserved in this case just before and just after the collision
