Answer To BOILING DROP :
Actually when water evaporates at that temp a layer of vapour is present between the drop and the hot plate . As vapour is a poor conductor the water drop can remain there for 1 minute .

ANSWER TO THIN ICE QUESTION
If at normal freezing point of water only ice is present an applied pressure causes the ice to convert to liquid .The backward slope of the solid-liquid equilibrium continues up to 2045 atm and -22 deg celsius. Thus liquid water cannot exist below -22 deg celsius whatever the pressure. But a sufficiently large pressure can cause ice to melt at any temp above -22 deg celsius. As a consequence a thin film of water is formed which lubricates the skate.
THE FRACTURING OF ICE MAY OCCUR AFTER THE ICE SKATER HAS PASSED AS THIS PRESSURE IS SO HIGH
