Dude you can't compare them unless you have given them IN THE EXAM HALL ON THE JEE DAY. There are so many things that affect your perception of the paper. You can not say that JEE 2009 was easier than JEE 2008. The One or more than one answer questions had negative marking, there were single choice questions which were trickier than the single choice questions(which were decreased). Basically, the section that was increased this time was the Match of Columns, which was much more difficult this year.
There can be similar arguements on the counter of this view. Whatever you are asking is inconclusive.
