Please explain this sentence to me ~~
" Though the JEE to be conducted by IIT Roorkee this year will not include these seats, the candidates in the "waiting list" will be asked to opt for the two IITs. "

new IIT's means ???
constructing new campus and all such.. :)
or
giving IIT tag to an already existing college ????

I have heard that the new IITs will be operating out of some old campuses, and the construction of new campuses will take a couple of years.
