As far as i know , taking ur eg of civil engg. , it will be ur major whereas comp sc. will be ur minor , i.e u can get a small degree in comp sc. by completing 20 credits in it and for it u hav to do extra studies , its not a part of ur civil course , obviously.
it can be quite handy.

minor means exams which are held in the middle of a semester
whereas majors are held at the end of the semesters....
majors counts 40 % wheras minors 20 %
it is required to scoore gud in both to get a gud GPA( grade point average)

There are two things, Minor exams and a Minor degree.
I suppose you mean a Minor Degree here. Yes, some IITs offer a choice of additional courses along with the depth subjects which you can take up after the 2nd semester. If you're able to clear a certain minimum of credits with courses of a department, you will get a Minor degree in the same. But there are some conditions on that like you need to get atleast a C in the additional to get it counted for the minor. And you have to take care that your additionals donot clash with the depth courses' slots.

as swaty has correctly pointed out
minor area consists of a set of atleast 4 - 5 courses from a particular dept..
in iit's there are courses which you must be doing outside your dept if you do some of these courses in a particular deptt. you will get a minor area in that dept and it will be mentioned on your degree which you get
it's a very good option to realise your area of interest while stydying
as freshers a person has very limeted knowledge of a particular branch
once you have realised your interest you can do a minor area
