civil has to be done by at least a decent or good college. It may not matter as much in ECE or CS though preferably do them from a decent college too.
My definitons:
Decent:Top 50 in india
Good:Top 20 in india

I don't think that doing Civil from other than top 10 is of no use. It makes no sense. Even at DCE, the maximum package went to a Civil student.

ECE has the most oppurtunitites. Civil just has a temporary boom phase. Civil must be at least done from a decent preferably good college to have real value.

avg packages of civil from a good place are more at starting than even ECE.
Av starting packages don't mean that much.
What matters is future prospects and what are the good or maximum packages in the future.
Civil is just in a temporary phase, booming nevertheless.
