No the cut-offs are lower.Check out www.bitsadmission.com for the cutoffs.
Dual Degrees in BITS means ( MSc + BE ) or ( MSc + MSc) or (BE + BE) in 5 years.
The MSc can be in P/C/M/Bio/Eco and BE in CS/EEE/EnI/Mech/Chem/Civi l.
However your 2nd degree is alloted on the basis of your CGPA at the end of 1st yr.
