State rank matters only for the admission to NITs as in NITs sum seats r reserved for each state in ratio of there population.
But the IIITs & the other private colleges consider only ur AIR........
As u r from Delhi which has a very small population so seats reserved for Delhi in each NIT is very samll i.e.1 or 2 seats in each branch, but u may see the OP-CR ranks at aieee.nic.in for Delhi in different NITs .........

NIT Jaipur in most preffered after the South NITs so it may be difficult for u to get MNIT But i will advice u to go for LNM IIT Jaipur or Thapar, Patiala with ur AIR. U may also try for other NITs like Surat, silchar Agartala etc but Thapar would be a better choice than these NIT.....

If you are willing to consider any branch in MNIT Jaipur, then why not LNM IIT in Jaipur. That is an excellent institution in Jaipur, jointly established by Rajasthan Government and Laxmi Mittal, the steel baron. In fact the name of the institute is after Mr. Mittal. (Of course, last year it closed at 9200, but given the large increase in seats in all central government institutes, new IITs, and Hyderabad campus of BITS, you just might make it to LNMIIT.)
