Now this book has it: Number Theory by George E. Andrews.
Where can u get that book? This is a good question.
Try this link ( google books, must be knowing that ): Number Theory by George E. Andrews.
Alternatively u may consider typing "basis representation theorem" on google book search ( books.google.com )
Plz rate me if found of use.
