(1+2x+3x^2)^10 =(1+2x+3x^2)(1+2x+3x^2)(1+2x+3x^2).....10times now x^4 can be obtained by multiplying x^2.x^2 which gives 9 and this can be done in 10c2 ways x^2.x.x which gives 12 and this can be done in 10.10c2 ways x.x.x.x which gives 16 and this can be done in 10c4 ways so the ans is 9.10c2+120.10c2+16.10c4
