any aerial hollow or sometimes juicy stem of grasses are called as culm..sugarcane stem may be called as culms too.. i have read this usage in many places.. so i think yes.. sugar cane belong to family poaceae or graminae which is the same as that of rice, wheat etc.. almost all members of poaceae have culms..

The fluidy or we can asy juicy tissue of members belongs to grass family poaceae is called culms
