any aerial hollow or sometimes juicy stem of grasses are called as culm..sugarcane stem may be called as culms too.. i have read this usage in many places.. so i think yes.. sugar cane belong to family poaceae or graminae which is the same as that of rice, wheat etc.. almost all members of poaceae have culms..
