Balagurswamy's C++ (TMG) book is an excellent source to learn C++.
Apart from this TMG's Schaum Series C++ book is also quite good.
you can also refer to book from Galgotia publishers.

Sumita Arora teaches the 1994 version of turbo c++ .
a lot of changes have been introduced into c++ in the last decade.
you can't study such ancient indian texts in a subject as dynamic as computer science.
try http://www.cplusplus.com/doc/tutorial/introduction.html .
by the way , you don't have to learn C++ before you reach IIT. you 'll learn it from there just like any other subject.
