IT IS BECAUSE THERE IS ALREADY A FOLDER IN THAT NAME IN COMMAND PROMPTS . YET WE CAN CREATE IT BY DELETING THE OTHER FILE . THE METHODS ARE EXPLAINED CLEARLY IN http://kerneltrap.org/node/5772 .
