If a seat is allotted to a student who opts for willingness for higher choices till 4th round and in

If a seat is allotted to a student who opts for willingness for higher choices till 4th round and in the meantime joins to some other institutes, then how the seat thus falling vacant will be filled up ?

in this particular case where the seats are still vacant after 4th counseling every NITs with vacant seat then they have their own counseling which is notified online and calls are given to candidates appeared for EEE.
