Both the college are equally good,though IIT Roorke has the 'IIT' advantage,check out the curriculum of Civil,it has a lot of Ed,MD and all that stuff in it.It may nauseate you.But I am sure if you are inclined towards programming your four years at CS in BITS would be great.Anyways you have both of your hands filled with gold.Any of these decisions you make would be fruitful to you.Personal opinion-Don't waste your JEE rank(which I guess is around 2000)
IIT Roorkee is the best place to do CIVIL Engineering in INDIA.Apart from that the very IIT brand leaves little to elucidate the merits inherent in the choice which makes it superior to BITS Pilani.
However,before making any decision do consider these 2 factors:
1) your INTERESTs
2) your VISION (what you really wanna do after BTech)
If you have deep interest in Computer programming and love to work on it,then you may follow your interests and go to BITS PILANI,but even then I would like you to look at other options in different IITs.
Undergraduation from an IIT is a much valuable thing.It predefines your profile upon the sublime prowess of brand IIT.The tag stays with you for a lifetime.
Do take the best decision and stand by it always without any further regret...

Obviously IIT Roorke,that too civil there,But,but,but if youu have inclination towards programming,considering CS at BITS Pilani would not be bad too.
