lets see this is the equation of a circle having centre (0,0) ie origin and radius 2 unit.now the distance of (6,8) from its centre is =10 unit

so the shortest distance of point will be 10-radius =10-2 =8 unit

simple

the eqn is of a circle ok with centr (0,0)

now any line passing through (6,8)  shold be normal to the circle  which again passes through the center  must cut it at 2 points 

now we can calculate the distance of 6,8 and origin we will get 10 unit  and the radius of circle is 2 unit  so max distance will be 10+2

and minimum distance will be 10-2 =8unit
