IT IS DUE TO FRICTION


 


comb rubbed in dry hair gets charged due to friction so it attracts paper


 


bt if hair is web it wont get charged (friction will be less)


 


so it wont attract


I always like to walk in rain as no one can see me crying there :(

If the hair is wet, I think there will be less friction, so the comb wont get charged. Even if it does charge, it will ionize the water vapour around it and get discharged.

reason given by others r also right but also di-electric constant is also more for water so comb is unable to attract bits of paper...coz,electric force is toooooooooo less........
