The peak voltage of a generator = NABw Where w is the angular velocity. If the resistance of the coil(load) is R, then the power drawn from the generator = (NABw)^2 /R. That is power is proportional to the angular velocity when everything else remains constant. But in the end it is the amount of mechanical energy used to rotate the turbine is the limiting factor.
