electricity is flow of charges.If you apply high potential in order to ionize the air ie charges are created,then thrn flow +of these ionized ions constitue the electricity

YES.under certain conditions.THE PRESSURE IN THE AIR SHOULD BE VERY HIGH &THE POTENTIAL DIFFERENCE SO CREATED SHOULD BE TOO HIGH.
