another reason for it is that the energy of the dipole is -pecos(thita) now cos thita has its max value 1 at thita=0 So when the dipole lies parallel to the electric field thita=0 and hence energy has its least value of -pe.... as the energy is the least the stability is maximum...
the state for maximum unstability is when the dipole lies antiparallel to the electric field.... as the energy becomes maximum of pe..... (cos thita assumin the value of -1)
