I think emf is usaually associated with cells and is one of the basic charecteristics to estimate the utility of a cell. As per definition it is the terminal potential difference of the cell in open circuits. It does not imply the presence of a charge accumulation.
Poential difference in general are associated with charge distributions or accumulations.
To be more specific potential difference is in general a field proprty and emf is a measure of the ability of a cell to generate a terminal potential difference under specific conditions.

r p.d and e.mf one and same thing always..
i studied in x tht e.mf is oftenly larger than p.d..
and tht is due to the fact tht battery is also not a perfect conductor..and has some internal resistance..which has to be subtracted from e.m.f to get the p.d value..

Diamonds r formed under greatest pressures..
so r the champs.

PD and emf r 2 different quantities whose magnitudes may be equal in certain conditions.

The emf is the work done per unit charge by battery force which is non-electrostatic in nature.

The PD originates  from the 
electrostatic field created by the charges accumulated on the terminals of the the battery.
