i can:t say xactly what it is but surely it is not related to leakage of charge as kislay has said and neither related to magnet i think
i think when distance b/w a point where we want to calculate electric field to the plate carrying charge(source of electric field like plate of capacitor) is not too small then the size of plate then the electric field at that point is different then as calculated from formula
