this is bcoz net charge in a current carring wire is always zero and only a charged thing can produce electric field

Something for general knowledge:
Electric and magnetic fields are actually one and the same. Whether they appear as an electric or a magnetic field, or a combination of both depends on the frame of reference.
If you place a moving charge near a current-carrying wire, the charge will experience a force. But what if you look at it from the frame of reference of the charge? The charge should not experience a force then (v=0). But actually it does.
The reason is that due to relativistic contraction, the charge distribution in the wire is uneven (when viewed wrt the moving charge). This causes an electric field to generate. This electric field moves the charge.
It has been proved mathematically that the answer comes out to be the same.

dear sidol listen in the formula F=qVB the velocity is actualy relative velocity
think if this is not relative velocity but actual velocity then that will mean that every charge will experience a force bcoz actualy everything in universe is moving a charge(in rest) at earth is moving around sun our solar system is moving around the centre of our galaxy our galaxy is moving around centre of universe then how a charge can be at rest? if any charge is not at rest then according to u all charges shouid experience force even if their relative velocity is zero but that"s not true

Don't believe me? Einstein agrees with me.
Also, check out the solution to the Irodov problem you posted.
