even if the starter is removed also tube light continues to glow why?

This is because a starter is nothing but a capacitor. A capacitor is used to provide the initial voltage which is more than the voltage from tubelight. A tubelight is a discharge tube which requires high voltage during its start and once it is started it works on normal voltage.
