According to Gauss law..
The electric flux through any closed surface is proportional to the enclosed electric charge.
Flux is total field thru an area..
It doesnot depend on the distribution of the charges outside or inside but only how much charge is present inside....

their will be a field at P if their is charge present in the solid sphere below P....if their is charge outside P (even if it is on the surface or anywhere outside P) there will b no electric field at P......below P implies to that the charge is in an imaginary spher which passes thru P.....imaginary spher is Gaussian Surface here....)..
