The charges should be placed on the circumfrence of the cirle at equal distance from each other and the angle subtended by any two adjacent charges at the center is 2(pi) / N. Since you know the area, you can find the radius and then find the distance between two charges using cosine rule.

since the potential must be minimum , the entire no of charges must be spread out over the circular area , such that a uniform surface charge density of Nq/A is obtained
