A capacitor acts as a open circuit or a resistance of infinte value after a long time.A capacitor acts as a conducting wire or a short circuit just after closing of a switch,

Yeah it does...u remember that eqn....X(capacitive reactance)= 1/Cω...C is capacitance....so since DC doesn't oscillate ω=0 Hence Capacitive reactance is ∞. Therefore DC can't flow thru a capacitor....so a capacitor blocks dc. hope this is wot u wanted!!
