 no, transformer is use to step up or down in ac cricuit

Voltage is stepped  up  using a transformer.... where the volatge across the secondary coil ll be greater then the voltage across the primary coil... because the nmbr of turns in secondary will be more then that in primary..... and only AC signals can stepped up not the DC... so rheostat isnt used....

if u mean increasing voltage across some device in a circuit then....introducing a resistance in circuit may increase or decrase current so i say by careful calculated adjustment it may be possible..
