there is a charge +q .consider a spherical gaussain surface surrounding the charge.now suppose a +q charge placed outside the surface then net flux through Gaussian surface?

net flux is only due to chrg inside the gaussian sphere...chrg outside will cause a field but the flux entering the sphere due to the external chrg = flux leaving the sphere due to it
hence net ext flux due to outer chrg is 0...
so net flux is only due to inner chrg=q/
