but p=(v*v)/R so according to this relation power should decrease

 Though net power will decrease, the some of the power will also be wasted. for example if initially the fan was consuming 100 W power, by adding a resistance in series, the fan will take only 60W power but some 20W power will be wasted as heat. So net power loss will be 80W which is less than earliar power loss of 100W
