 let E be electeric field at any point P on the axis of circular ring at a distance "r "  from center of axis as a cicular ring behaves as a point charge and it seems that all charge is concetrated at centre then 

 
  F =q E 
 where q is the charge at point on wich is experienceing force ..
so 

F =q.K.Q/r^2

 
simply coulmb s law where K is constant ....

i think for maximum force r=R/1.414
