I think accelerated charges flowing through a conductor implies changing current flowing through the conductor. Varying current forms electromagnetic field. Thus accelerated charges form electromagnetic waves..........

Since the charged particle is decelerated and thus its energy is to be conserved for which it is converted into electromagnetic radiation which is emmited by the particle and this is also referred as Bremsstrahlung or Breaking radiation.
