In non conductors you do not have free electrons like conductors. So it will require very high temperature to excite these bound electrons for thermo ionic emission (I am not sure what that temperature is but it should be very very greater than there boiling points).

The electrons in non conductors require huge amt of energy to free themselves from bonds(mostly covalent) and then escape the surface against attraction of cations formed.
