There are seven fundamental units and 2 supplementary units.

mass -kg
length -m
time -s
temperature-K
current -Ampere
luminous intensity -candela
quantity -mol

Supplementary units:

plane angle - radian
solid angle - steradian

A physical quantity for it's existence should have atleast  one  fundamental unit.

I couldn't make out the max no of fundamental quantities.

Since there are a total 9 , I think that's the answer.
