A soap bubble expands when charged. why?

One of the other answers is correct in stating that the inside of the bubble is in equilibrium with the outside of the bubble - but not in the way stated. Although there is an initial resistance to expansion due to the creation of a lower pressure region inside the bubble, gas diffusion across the thin surfactant/water layer would actually allow the bubble to expand because air would transfer from outside to the inside to balance the pressures.The bubble would actually expand slightly, as the charges on its surface repel each other - the surface expands to minimise the energy in the surface.

 due to electrostatic pressure inside the bubble it expands
