 can anyone explain me WHY ELECTRIC CURRENT IS A FUNDAMENTAL PROPERTY?even though its formula is rate of flow of charge so its dependent on time.

 Current is a property associated with all of the charged fundamental particles. I don't know that it is proper to consider some quantity of current to be fundamental since quantities of current tend to depend on non-fundamental properties such as: speed, orientation, charge density, etc, Current would certainly be considered a fundamental property though.
