the answer is b

upward force f(j)(vector)+P(1)=P*(-4(j)-0))

downward force f(i)(vector)+P(2)=P*(0-2(i))

where P=4p

P(1)=pressure*area of below section of the pipe

P(2)=pressure*area of above section of the pipe

P*(-4-0)=pressure*change in velocity which is dimensionally force inthe same way equate horizontal forces

here it is (-4-0)&(0-2) because using continuity equation you can find the valocity of the vertical segment that is 4m\sec 

later along vertical directionchangein velocity is -4-0 similarly for horizontal direction 

and on solving you will get f(i)=-16p & f(j)=20p

hence resultant force=   

this your b option
