the room gets slightly hotter because when a fan moves, the moter inside the fan gets heated. Also, a part of the kinetic energy of the fan is transfered to the air molecules in the room. Therefore the room gets hotter slightly. However, you feel comfortable when the fan is running because of circulation of air inside the room. More is the circulation, more sweat is evaporated from the surface of your skin and since evaporation leads to cooling you feel comfortable.
