Simply because the direction doesn't play any major role... It won't matter if the work is done in east or west direction, the thing that matters is its MAGNITUDE. Work done remains same in all the direction and so it has nothing to do with the directions, making it a scalar quantity...

The definition of work is the integral of the dot product of the force (F) applied over some small time (dt). A dot product takes two vectors (Force and time) and converts them to a scalar quantity.

Product of two vectors can be vector (vector product) or scalar (scalar product). In this case work is scalar product of force and displacement.
