no i don't think so
these definitions are just for extra knowledge
for eg: 1 sec is the time taken by caesium clock for 9,192,631,770 vibrations

arey which exam will ask u to define 1 sec

i think its not soooo important to remember the definitions of fundamental units.i mean no need to mugup those....
just be perfect with the
fundamental quantity and its units
physical quantity and its units and dimensional formula

may be they will be used in public exams.......
hope u can understand.

no need to bi heart the numrical values. But try to understand how those standards are prepared and the importance of different parameters involved in each of them. Some times these definitions may also come in the entrence exam, and may come as matching type questions in iit

No need to remember the definitions.Just have a brief idea about them in case somebody asks a conceptual question. But absolutely no necessiry to remember the definitions.

Units and dimensions chapter is mostly important to check ur solutions. It has no spl significance in the exams except that if the exams are being conducted only based on that chapter( speaking about iit, ip is different)
So no need to mug up all the definitions, but it is better u have an idea of all them.
It might be asked in assertion and reasoning type questions and also conceptual type questions
