No ...this formula is certainly not applicable ......here the RI of the lens plays a role ..so it lens makers formula that has to be used...

use the lens eqn

Unlike junior classes now we dont only deal thin lenses(for which the formula is right), but very often we come across thick lenses  also and for that
the R for the two part is not equal (HENCE, f is not equla to R/2

No we cant use that for lenses.
 
The reason for that is the concept of virtual object. Here the light undergoes refraction twice. The extent to ehich it deviates thus depends on the medium of glass. So we cant use it.
 
In previous classes, we considered light to refract only once. So used that formula.
