the moon appears larger /elongated near the equator/horizon as the light get refracted to a greater extent when viewing from near the horizon as the air near the surface of earth is hotter and has a greater refractive index compared to the air at a height above the surface and hence the lidght gets bent more leading to apparent increase in length of the moon this is not seen if we view the moon at a vertical as the light will pass  through layers of air at a normal and will hence go unrefracted thhis is why the moon does not look larger..
