Since fog scatters light, it cant focus on objects. Hence, one cannot see through the fog.
Explanation- When ordinary light passes through atmosphere containing small air molecules, dust particles, smoke, etc, it is deflected from the path due to interaction of electric field vector of light ray and the target particle. This phenomenon is called scattering and by small suspended particles in the fog, light gets scattered in all directions.
