Radical axis is defined as the locus of all points from where the tangents drawn to the curves are of equal length.
 
Now for 2 intersecting circles how is the radical axis the "common chord" .. since tangents canNOT be drawn to a circle from any points on it's chord?...

yep
lemme explain it to you

let a circle be S=x2 + y2 + g1x + f1y + c1  =0 and
                     S2 =  x2 + y2 + g2x + f2y + c2 =0    then


S1 - S2 =0 is the equation of
    i) radical axis --for 2 non intersecting circles
   ii) common tangent --for circles touching each other
  iii) common chord -- for 2 intersecting circles 
   got it!!
