Any point Q on the given line with D.R's (2,3,1) is of the form (-1+2t,3+3t,-2-t).So,the D.R's of PQ are (2t-3,3t+6,-t-3).For perpendicularity,

(2t-3,3t+6,-t-3).(2,3,1)=014t+15=0t=-15/14.

So,Q=(-22/7,-3/14,-13/14) and PQ2=(1/14)2[(72)2+(39)2+(27)2]

PQ2=3717/98PQ=length of perpendicular=

MAKING A MISTAKE IS HUMAN BUT REPEATING IT IS IDIOTIC.
