The atmosphere is not heated by radiation to the sun but by refraction by the earth surface,conduction by the contact of air with surface(further by convection) and by green house effect.
u've got it all wrong .we say radiation does not require any medium . what u r saying is that radiation "does not affect " the mdium.so theres a lot of difference
